USF Undergraduate Council - Minutes of October 22, 2007

Present: Dell DeChant, Sherman Dorn, Bradley Kamp, Michael LeVan, Sunita Lodwig, Dewey Rundus, Larry Thompson.

Absent: Sharon Geiger, Steven Reader

The meeting was called to order at 3:07 p.m.

1. The minutes of October 8, 2007 were approved.

2. Announcements/Discussions

   • Consent Agenda - Nonsubstantive Changes
     • AFR 1101 - Approved
     • AFR 1120 - Approved
     • AFR 4201 - Approved
     • AFR 4211 - Approved

   • The UGC announced that confirmation of appointments to be sent to student representatives.

   • Larry Thompson, the Undergraduate Council chair stated that he would like Sharon Geiger to continue her service with the Undergraduate Council.

   • Operating Procedures of the Undergraduate Council
     The UGC members discussed the wording of operating procedures and made some changes. The changes are as follows:

     Operating Procedures - Paragraph 1 Revision:

     "Provision of appropriate liaison with various levels of university administration and other appropriate university councils and standing committees."

     Membership
     Paragraph 1 last sentence Revision

     "...one member from each regional campus."

     
     Paragraph 6 Revision

     "Chair of the General Education Council (ex officio and non-voting)"

   • Voluntary System of Accountability
     The UGC members reviewed the voluntary system of accountability, Dr. Sherman Dorn put forward a motion which states:

     "the Undergraduate Council judges that none of the assessments of learning outcomes in the Voluntary System of Accountability is appropriate for the USF undergraduate curriculum, and adoption of any would be inconsistent with the development of the Academic Learning Compacts at the state, university, and department levels."

3. New course/curriculum proposals

   • Bachelor of General Studies - New degree program
     There was a broad discussion about this program by the members. The intent of this program is to give an opportunity to adults from the workforce to solidify their past education record by offering studies toward a Bachelor of General Studies. The Council suggested that the 4 course requirement of 3.0 GPA for the probationary students have a timeline of one academic year. The Council shared its concerns about the leadership concentration program which has not been approved as a bachelor's program yet, and suggested it be deleted from the list of concentrations. The Council also suggested that the proposer of the program clarify whether the globalization concentration has been approved as a degree program in any department.

     Departmental Policies
     In addition to the College’s graduation requirements, the Department has the following policies:
     1. Advising is mandatory prior to each term.
     2. Exit Interviews are a graduation requirement for all students.
     3. Only 2 “D” grades in engineering courses may be used to fulfill graduation requirements.
     4. Students are strongly advised to take the Fundamental Exam (F.E.)

     Departmental Policies
     In addition to the College's graduation requirements, the Department has the following policies:
     1. Mandatory advising is required of student prior to each term.
     2. Participating in Department assessment activities, including an exit interview, is a graduation requirement for each student.
     3. As a continuation requirement, students must have a C or better in EGN 3311 Statics; EGN 3331 Mechanics of Materials; EGN 3353 Basic Fluid Mechanics; and EGN 3365 Materials Engineering I. In addition students must have a 2.5 GPA (best attempt) in these courses.
     4. No D grades in engineering courses may be used to fulfill graduation requirements.
     5. Students are strongly advised to take the Fundamentals of Engineering Exam (F.E. Exam).

     Bachelor of Science in Computer Engineering, Computer Science and Information Systems
     The minimum grade in specialization and general engineering courses (other than COP2510, CDA3103 and COP3514) will be a C-. The minimum grade for COP2510, CDA3103 and COP3514 will be a C.

   • Gerontology - Change in Major Requirements - APPROVED
     The School of Aging Studies is submitting a request to change the Bachelor of Science (BS) in Gerontology to make the BS program more relevant to student's needs and more responsive to their employer's desires. To do this, they proposed minor changes to the program in a way that updates the student's skill sets. The program has been renamed the "Bachelor of Science in Long -Term Care Administration". The state-mandated prerequisites are not changed and only required upper level courses have minor changes.

The next meeting will be Monday, November 26, 2007. The meeting was adjourned at 4:55 p.m.
